The vast development of the coal trade, which contributed so materially to our national prosperity, occasioned the employment of a large number of persons at high rates of wages. Upwards of 118,000 people were working in coal mines. In the county of Durham there were more persons thus employed under ground than in cultivating the surface. It was a kind of work at which women and children could earn money, and in some of the collieries their labour was made available to a very large extent. It may be supposed that this practice entailed upon the boys and girls so employed the most serious evils, physical and moral. When this state of things began to attract public attention, an extensive inquiry was instituted by the Children's Employment Commission, which prepared three reports, presented to Parliament in 1842. The Commissioners collected a large mass of evidence at the collieries which brought to light facts of the most astounding nature as to the cruelty and demoralisation connected with the employment of women and children in coal mines. It seemed almost incredible that such practices could have existed in a civilised country, and showed the extent to which the thirst for gain will carry men, under circumstances where they can count upon impunity, and evade the censure of public opinion. Lord Ashley took up the subject with his usual earnestness in all questions affecting the welfare of the working classes, and in the Session of 1842 he brought in a Bill founded upon the reports of the Commission. The statement of facts with which he introduced the measure excited the astonishment and indignation of the House, and greatly shocked the moral sense of the country. The nature of the employment in which the children were engaged was calculated to brutalise them in every sense. They were obliged to crawl along the low passages with barely room for their persons in that posture, each dragging a load of coals in a cart by means of a chain which was fastened to a girdle borne round the waist, the chain passing between the legs. This they dragged through a passage often not as good as a common sewer, in an atmosphere almost stifling. At this sort of work girls were employed as well as boys, and they commonly worked quite naked down to the waist, their only dress being a pair of loose trousers, and in this condition they were obliged to serve adult colliers who worked without any clothing at all. The grossest immorality was the natural consequence. In Scotland a subcommission found one little girl, six years of age, carrying an eight-stone weight, fourteen times a day, a journey equal in distance to the height of St. Paul's Cathedral. The Commissioner adds, "And it not unfrequently happens that the tugs break, and the load falls upon those females who are following, who are, of course, struck off the ladders. However incredible it may be, yet I have taken the evidence of fathers who have ruptured themselves by straining to lift coals on to their children's backs." The Bill of Lord Ashley was passed almost unanimously by the Commons. In the Lords it was subjected to considerable opposition, and some amendments were introduced. The amendments were adopted by the Commons, and on the 10th of August, 1842, the Act was passed "to prohibit the employment of women and girls in mines and collieries, to regulate the employment of boys, and to make other provisions relating to persons working therein." The Act prohibited the employment of any boys under ground in a colliery who were under the age of ten years.And, in truth, everything now seemed to run counter to Walpole, and to tend towards war. His colleague, the Duke of Newcastle, who had been one of the most obsequious of subordinates both under Stanhope and Walpole, now thought he should serve himself decidedly by advocating war. The king was naturally of a martial turn; he had won some military repute in his youth, and he was no longer under the exceedingly sensible guidance of the queen. Newcastle, therefore, probably in the hope of supplanting Walpole, fostered this spirit in the king, and took advantage of it to recommend warlike measures in the Cabinet, and to send despatches to the British ambassadors in Spain, which but for the energy and wisdom of Walpole might have done irreparable mischief, and which rendered the negotiations extremely difficult. Lord Chancellor Hardwicke and Lord Harrington arrayed themselves on the same side, and blew the war-note in the House of Lords with unrestrained zeal. There was a time when Walpole would have had[71] these antagonistic colleagues dismissed; but both he and they saw too well that there was such a strong war spirit in both king and people, that no such thing was possible. He therefore pursued his efforts with the Court of Spain for peaceable conclusions, at the same time that he fell in so far with the belligerent spirit as to make active preparations as if for an encounter. This, however, was his last and most powerful argument for peacean argument meant to tell on the fears, as he could not reach a spirit of conciliation in the Spaniards.The British Parliament met on the 21st of January, 1794. The Opposition, on the question of the Address, made a strong remonstrance against the prosecution of the war. They urged the miserable conduct of it, and the failures of the Allies, as arguments for peace. They did not discourage the maintenance of a proper system of self-defence, and therefore acceded to the demands of Ministers for raising the navy to eighty-five thousand men. The production of the Budget by Pitt, on the 2nd of February, gave additional force to their appeals for peace. He stated that the military force of England, including fencibles and volunteers, amounted to a hundred and forty thousand men, and he called for nineteen million nine hundred and thirty-nine thousand pounds for the maintenance of this force, and for the payment of sixty thousand German troops. Besides this, he asked for a loan of eleven million pounds, as well as for the imposition of new taxes. This was an advance in annual expenditure of fifteen million pounds more than only two years ago; and when the manner in which the money was spent was inquired into, the objections became far more serious. It thus appeared that we were not only fighting for Holland and Belgium, but that we were subsidising German princes to fight their own battles. There had been a large subsidy to the King of Prussia, to assist him, in reality, to destroy Poland. We were, in fact, on the threshold of that system of Pitt's, by which Britain engaged to do battle all over Europe with money as well as with men. But remonstrance was in vain. Fox, Grey, and Sheridan, and their party in the Commons, the Marquis of Lansdowne, the Duke of Bedford, and the Whigs in the Peers, made amendment after amendment on these points, but were overwhelmed by Pitt's majorities. Burke, in the Commons, was frantic in advocacy of war, because France was revolutionary and impious.<024>
  • ONE:Clive, a young clerk of the Company's, at Madras, had deserted his desk, taken a commission, and, as early as 1748, had distinguished himself by baffling the French commanders Dupleix and Bussy, at Pondicherry. In 1751 he had taken Arcot from Chunda Sahib, the Viceroy of the Carnatic, and, aided by the Mahrattas, defeated Rajah Sahib, the son of Chunda, in a splendid victory at Arnee. In 1752 he raised the siege of Trichinopoly, where the Nabob of Arcot was besieged by the French. In 1755, landing at Bombay from England, he, with Admiral Watson, made an expedition to Gheriah, the stronghold of the celebrated pirate Angria, demolished it, and seized the spoils, valued at one hundred and twenty thousand pounds. In 1757 he took Calcutta from the Nabob Surajah Dowlah, the ally of the French, who had captured it, and shut up the English prisoners in the memorable Black Hole, where, in one night (June 20, 1756), out of one hundred and forty-six persons, one hundred and twenty-three perished. Clive also captured the city of Hooghly, defeated Dowlah, and compelled him to cede the town and vicinity. He then drove the French from their factory of Chandernagore; marched forward on Moorshedabad, defeated Surajah Dowlah in a battle extraordinary for the rout of an immense army by a mere handful of men, at Plassey (1757); deposed him, and seated on his throne Meer Jaffier. From this day dates British supremacy in India.All these causes of unpopularity were rendered more effective by the powerful political party which now assailed him. Pitt led the way, and the Dukes of Devonshire, Bolton, and Portland, the Marquis of Rockingham, the Earls of Temple, Cornwallis, Albemarle, Ashburton, Hardwicke, and Bessborough, Lords Spencer, Sondes, Grantham, and Villiers, James Grenville, Sir George Savile, and other Whigs, presented a formidable phalanx of opponents in both Houses. The measures, too, which he was obliged to bring forward, were certain to augment his discredit. The funded debt had grown to upwards of a hundred millions, and there were three millions and a half besides unfunded. It was necessary to raise a new loan, and, moreover, to raise a new tax, for the income was unequal to the expenditure, even in time of peace. The Chancellor of the Exchequer, Dashwood, was not a man likely to make these new burdens go down easily. He issued the new loan to the public with so little advertisement, that the friends of the Ministers secured the greater part of the shares, and they soon rose to eleven per cent. premium, by which they were enabled, at the public cost, to make heavy sums. The tax which Sir Francis proposed was one on cider and perry, besides some additional duties on wines. There was at once an outcry in the City against this tax, led on by the Lord Mayor, Alderman Beckford, a great friend of Pitt. The cry was only too sure to find a loud echo from the cider-growing districts. Bute and his Chancellor were quickly compelled to reduce the proposed impost from ten shillings a hogshead, to be paid by the buyer, that is, by the merchant, to four shillings, to be paid by the grower. The tax thus cut down was calculated to produce only seventy-five thousand poundsa sum for which it was scarcely worth while to incur so much odium.   • ONE:Man and woman of middle class Parson Lady and gentleman Labourer and wifeThe general election was, on the whole, favourable to the Government; the forces of Conservatism being roused into activity by the violent democratic tendencies of the times, and by the threats of revolution. The new Parliament met on the 21st of April. Mr. Manners Sutton was re-elected Speaker. A week was occupied in swearing in the members, and the Session was opened on the 27th by a Speech from the king, the vagueness of which gave no ground for an amendment to the Address in either House. In the old roll of members one illustrious name was found, borne by a statesman who was never more to take his seat in the House.[205] Henry Grattan expired (June 4) soon after the Session commenced. Sir James Mackintosh, in moving a new writ for Dublin, which Grattan had represented for many years, observed "that he was, perhaps, the only man recorded in history who had obtained equal fame and influence in two assemblies differing from each other in such essential respects as the English and Irish Parliaments." TWO:In the early part of the reign the English operas of Augustine Arne, "Artaxerxes" and "Love in a Village"the former principally a translation from Metastasiowere much admired. For the rest, there were numbers of lovers and professors of the art, both in sacred, operatic, and glee music. The Catch Club was formed in 1761, and zealously supported, as well as the Concerts of Ancient Music in 1776. Under the patronage of this society, and particularly of his Majesty, took place the celebrated Handel "Commemoration" in Westminster Abbey, in May and June of 1784. During the early part of the reign, too, appeared several distinguished works in this department. At the head of these stood the "Histories of Music," by Sir John Hawkins and Dr. Burney; Dibdin's "Musical Tour;" Dr. John Browne's "Dissertation on Poetry and Music;" the "Letters" of Jackson, of Exeter; and Mason's "Essays on Church Music." In the later portion of the reign there was much love of music, but little original composition, except for the stage, where Arnold, Shield, Storace, and Dibdin produced the most delightful compositions. Arnold's "Castle of Andalusia," "Inkle and Yarico," "The Surrender of Calais," and "The Mountaineers;" and Shield's "Rosina," "The Poor Soldier," "The Woodman," and "The Farmer," are universally admired. The sea songs of Charles Dibdin are as imperishable as the British navy, to which they have given a renown of its own. He wrote about one thousand four hundred songs, thirty dramatic pieces, "A Musical Tour," and a "History of the Stage," and was allowed, after all, to die in deep poverty, after charming the world for half a century. During the latter part of the reign music was in much esteem, and musical meetings in various parts of the countryin London, the opera, Ancient Concerts, and performances by foreign composers, such as Handel's "Messiah," Beethoven's "Mount of Olives," Mozart's opera of "Don Giovanni," etc.were flocked to, but little native genius appeared.The new Administration arranged itself as follows:The Duke of Portland, First Lord of the Treasury; Lord North, Home Secretary; Fox, Secretary for Foreign Affairs; the Earl of Carlisle, Privy Seal; Lord John Cavendish, again Chancellor of the Exchequer; Admiral Lord Keppel, the head of the Admiralty again; Lord Stormont, President of the Council; the great stumbling block, Thurlow, removed from the Woolsack, and the Great Seal put into commission; Burke again Paymaster of the Forces, and his brother Richard as Secretary to the Treasury in conjunction with Sheridan. Such was this strange and medley association, well deserving Burke's own description of a former Administration, as of a strange assemblage of creatures, "all pigging together in one truckle-bed." Those who formed exclusively the Cabinet were Portland, North, Fox, Cavendish, Carlisle, Keppel, and Stormont, so that the great Whigs had taken care again to shut out Burke, who was only a man of genius. Such an incongruous company could not long hold together. The king did not conceal his indignation at seeing Fox in office; the whole Court openly expressed its loathing of the anomalous union; the country had no confidence in it; Fox felt that he had wounded his popularity by his sudden and violent change.

  • ONE:The next day, the 8th of July, Louis a second time entered his capital, escorted by the National Guard. Fouch announced to the two Chambers that their functions were at an end; but they still declared themselves sitting in permanence. But General Desolles, commander of the National Guard, proceeded to close the Chambers. He found both of them deserted, and locked the doors, and put his seal upon them, setting also a guard. Soon afterwards the members of the Chamber of Representatives, who had only adjourned, began to arrive, but were received with jeers by the Guards, which were eagerly joined in by the populace, and they retreated in confusion. Fouch, in reward for his politic private correspondence with the Allies, was reinstated in his old office of Minister of Police, and the government of Louis recommenced in great quietaffording the French much more real liberty than they had enjoyed either under Buonaparte or the factions of the Revolution. And thus ended the celebrated Hundred Days from the landing of Napoleon to his second exclusion. TWO:On the 6th of March the first blessings of war began to develop themselves in the announcement, by Pitt, that his Majesty had engaged a body of his Hanoverian troops to assist the Dutch; and, on the 11th, by his calling on the House to form itself into a Committee of Ways and Means to consider the propriety of raising a loan of four millions and a half, and of issuing four millions of Exchequer Bills, in addition to the ordinary revenue, to meet the demands of the year. Resolutions for both these purposes were passed; and, on the 15th, a Bill was introduced, making it high treason for any one to sell to the French any muniments of war, bullion, or woollen cloth. Fox and his party opposed this Bill, but it was readily carried through both Houses.[See larger version]

  • ONE:On the 20th of March Sir Henry Hardinge brought forward the Ministerial plan for the settlement of the tithe question. It was proposed that in future tithes should be recoverable only from the head landlord, and that the owner should be entitled to recover only 75 per cent. of the amount, 25 per cent. being allowed for the cost of collection and the risk and liability which the landlord assumed. He might redeem it, if he wished, at twenty years' purchase, calculated upon[383] the diminished rate. The purchase-money was to be invested in land or otherwise for the benefit of the rectors and other tithe-owners. The arrears of 1834 were to be paid out of the residue of the million advanced from the Consolidated Fund, and the repayments of the clergy for the loans they had received were to be remitted. There was a good deal of discussion on this plan, Lord John Russell contending that it was the same in substance as the one brought forward last Session by the late Government. There was, however, some difference between the two measures. In the former, the landlords were to get two-fifths, or 40, out of every 100, securing to the clergy 77? per cent., and involving an annual charge of 17? per cent. on the Consolidated Fund. This was the shape the measure had assumed as the result of amendments carried in committee. The Ministerial resolution was carried by a majority of 213 to 198.Mr. Vansittart introduced some financial measures which effected a material saving. He proposed a plan for reducing the interest of the Navy Five per Cents. to four per cent. Holders not signifying their dissent were to have one hundred and five pounds in a New Four per Cent. stock, and persons dissenting were to be paid off in numerical order. By this scheme an annual saving to the public of one million one hundred and forty thousand pounds would be effected; besides a further saving of upwards of ninety thousand pounds of annual charge, which would be gained by similar reduction of the Irish Five per Cents. The high prices of the public funds obviated all difficulty in the execution of this financial operation, and the holders of the Five per Cent. stock found it expedient to acquiesce in the Minister's terms. The dissentients were in number only one thousand seven hundred and seventy-eight, and the stock held by them amounted to two million six hundred and fifteen thousand nine hundred and seventy-eight pounds, not a fifteenth part of the Five per Cent. capital. Another operation related to what was called "The Dead Weight Annuity." The amount of military and naval pensions and civil supernumeraries was about five millions annually. Accordingly Mr. Vansittart brought forward an amended scheme for relieving the immediate pressure of this dead weight by extending it over a longer term of years than the natural lives of the annuitants. For this purpose an annuity of two million eight hundred thousand pounds was appropriated out of the existing revenue for forty-five years, invested in trustees for the discharge of the then payments, which for that year were estimated at four million nine hundred thousand pounds, subject to a yearly diminution by deaths. It was computed that, according to the ordinary duration of human life, the annuities for the lives of the then holders would be equal to the annuity of two million eight hundred thousand pounds for forty-five years. The trustees were therefore empowered to sell from time to time such portions of this annuity as would provide the funds required for the payment of the dead weight, according to a computation made of the amount which would probably be due in each year. The Bank of England became the contractor for a portion of the annuity. There was no novelty of principle in the project; it was only the old one of anticipating distant resources by throwing the burden of the existing generation on the next. It had the further disadvantage of incurring a useless expense for management; whereas the Sinking Fund, amounting at the time to about five millions, might have been applied to existing exigencies, and a real saving effected. TWO:The duties on bricks and tiles were opposed, as affecting brick-makers rather than the public, because stones and slates were not included. These duties were, however, carried, and the Bill passed; but great discontent arising regarding the duties on coals and on licences to deal in excisable commodities, the Chancellor of the Exchequer was obliged to produce a supplementary Budget, and, after withdrawing these, to lay others on the sale of ale, gold and silver plate, the exportation of lead, and postage of letters, at the same time limiting the privilege of franking. It was high time that the latter practice were put under regulation, for the privilege was enormously abused. Till this time, a simple signature of a member of Parliament, without name of the post town whence it was sent, or date, freed a letter all over the kingdom. Many persons had whole quires of these signatures, and letters were also addressed to numbers of places where they did not reside, so that, by an arrangement easily understood, the persons they were really meant for received them post-free. The loss to Government by this dishonest system was calculated at one hundred and seventy thousand pounds a year. By the present plan, no member was to permit any letter to be addressed to him except at the place where he actually was; and he was required, in writing a frank, to give the name of the post town where he wrote it, with the dates of day and year, and to himself write the whole address.

  • ONE:The Americans had marched on the evening of the 16th with orders to make themselves masters of Bunker's Hill. By some mistake, they had planted themselves on Breed's Hill, and instantly began to throw up a formidable redoubt and entrenchments, and to place their guns in battery. Gage then ordered a detachment of troops, under the command of General Howe and Brigadier Pigott, to drive the Americans, at all costs, from that position. It was noon before Howe crossed the river and landed on the Charlestown peninsula; but then Howe perceived the strength of the Americans to be greater than had been supposed, and, halting, he sent for reinforcements. They advanced up the hill, formed in two lines, the right headed by General Howe, the left by Brigadier Pigott. The left was immediately severely galled by the riflemen posted in the houses and on the roofs of Charlestown, and Howe instantly halted and ordered the left wing to advance and set fire to the town. This was soon executed, and the wooden buildings of Charlestown were speedily in a blaze, and the whole place burnt to the ground. The Americans reserved their fire till the English were nearly at the entrenchments, when they opened with such a deadly discharge of cannon and musketry as astonished and perplexed the British. Most of the men and the staff standing around General Howe were killed, and he stood for a moment almost alone. Some of the newer troops never stopped till they reached the bottom of the hill. The officers, however, speedily rallied the broken lines, and led them a second time against the murderous batteries. A second time they gave way. But General Clinton, seeing the unequal strife, without waiting for orders, and attended by a number of resolute officers, hastened across the water in boats, and, rallying the fugitives, led them a third time up the hill. By this time the fire of the Americans began to slacken, for their powder was failing, and the English, wearied as they were, rushed up the hill, and carried the entrenchments at the point of the bayonet. Had Gage had a proper reserve ready to rush upon the flying rout on the Neck, few of them would have remained to join their fellows. The battle was called the Battle of Bunker's Hill, though really fought on the lower, or Breed's Hill. TWO:After this the royal sitting was useless, as the king's authority was disregarded by the Third Estate. The Court had to learn that the Tiers tat had remained in their seats after the king and the nobles had retired. The Assembly then, on the motion of Mirabeau, declared its members[362] inviolable, and that whoever should lay a hand on any one of them was a traitor, infamous, and worthy of death.

THREE:But, in spite of the importance of these measures, there was one question which engrossed the attention of both parliament and the public far more than any other. This was the demand by Burke for the impeachment of Warren Hastings, late Governor-General of Bengal, for high crimes and misdemeanours there alleged to have been by him committed. It therefore becomes necessary at this point to resume our narrative of Indian affairs from the year 1760, which our connected view of the events of the American war necessarily suspended.

THREE:But where, all this time, was the Great Commoner? The whole world was astonished when the fact came out that Pitt would accept no post in his own Ministry but that of Privy Seal, which necessitated his removal to the House of Peers. The king himself offered no opposition. Pitt's colleagues were not only astonished, but confounded; for they calculated on having his abilities and influence in the House of Commons. "It is a fall up stairs," said the witty Chesterfield, "which will do Pitt so much hurt that he will never be able to stand upon his legs again." No doubt it was a great mistake, but the infirmity of Pitt's health is an abundant excuse. This matter settled, Chatham condescended to coax the haughty Duke of Bedford, whom he met at Bath, to join him. He explained that the measures he meant to pursue were such as he knew the Duke approved. Having heard him, Bedford replied, proudly, "They are my measures, and I will support them, in or out of office." It was understood that he would receive overtures from Chatham, and, in these circumstances, Parliament met on the 11th of November.But these proceedings had not been effected without continual tumults. On the day that Wilkes was arrested by order of the King's Bench (the 27th of April), and, being refused bail, was sent to the King's Bench prison, the mob stopped the hackney coach as it proceeded over Westminster Bridge, took out the horses, and, with shouts of "Wilkes and Liberty!" drew him, not to the prison, but into the City, and took him into a tavern in Cornhill, where they kept him till midnight, declaring that he should enjoy his freedom in spite of the law. But Wilkes knew his position better than his champions, and, stealing away, he went voluntarily to the King's Bench, and surrendered himself. The next morning, when the mob knew that he was in prison, they assembled in furious throngs, and demanded, under the most terrible menaces, his liberation. They were at length dispersed by a detachment of Horse Guards, but not until the mob had abused and pelted the soldiers. These riots were kept up in different places from day to day; and on the 10th of May, twenty people were killed or wounded. When the soldiers who had fired on the rioters were brought to trial, they were not only acquitted, but the new Parliament voted loyal addresses on the occasion; and the Government, through Lord Barrington, the Secretary at War, and in the king's name, thanked publicly the officers and men for their signal service in protecting the public peace. This only added fresh fuel to the popular flame. To protect the public peace by shooting the people, and to assure the perpetrators of this outrage, as Lord Barrington did, that they should have every assistance from Government in defending them from all legal consequences, was rightly deemed most un-English conduct. The riots spread on all sides.

FORE:But the new Government met its Nemesis in Ireland. O'Connell and the priests were resolved that, so far as in them lay, Protestant ascendency should not be re-established in that country. The Anti-Tory Association was but one of many names and forms which the Protean agitation had assumed, and all were brought to bear with concentrated power upon every point to secure the defeat of the Ministerial candidates. Minor differences were sunk for the occasion, and all forces were combined against the Government. The consequence was that amongst the large constituencies the cause of Reform was almost everywhere successful. In Kerry, in Meath, in Youghal, and Tralee, the candidates returned were the sons and nephew of O'Connell. He himself stood a severe contest for Dublin, and was returned with Mr. Ruthven, but was unseated on petition. It was during this contest that he recommended that a "death's head and cross-bones" should be painted on the door of every elector who would support the "nefarious and blood-stained" tithe system.
FORE:The new Ministry were now to find that it was very difficult to perpetuate principles and measures which they had for a quarter of a century been condemning simply because they furnished weapons of annoyance to the party then in power. The public, still smarting under the ruinous mismanagement of the war, returned to the charge, by demanding an inquiry into the conduct of Walpole, whom they accused of their sufferings. These petitions were introduced and recommended by what were called the Boy PatriotsPitt, Lyttelton, and the rest.
FORE:Here, had the Government been wise, they would have stopped; but they were not contented without experiencing a third defeat. The next morning, the 20th of December, they returned to the charge with an indictment against Mr. Hone for publishing a parody on the Athanasian Creed, called "The Sinecurist's Creed." The old Chief Justice was again on the bench, apparently as resolved as ever, and this time the defendant, on entering the court, appeared pale and exhausted, as he well might, for he had put forth exertions and powers of mind which had astonished the whole country and excited the deepest interest. The Attorney-General humanely offered to postpone the trial, but the defendant preferred to go on. He only begged for a few minutes' delay to enable him to put down a few notes on the Attorney-General's address after that was delivered; but the Chief Justice would not allow him this trifling favour, but said, if the defendant would make a formal request for the purpose, he would put off the trial for a day. This would have injured the cause of the defendant, by making it appear that he was in some degree worsted, and, fatigued as he was, he replied, promptly, "No! I make no such request." William Hone, on this third trial, once more seemed to forget his past fatigues, and rose with a strength that completely cowed the old and fiery judge. He did not desist till he had converted his dictatorial manner into a suppliant one. After quoting many eminent Churchmen as dissentients from the Athanasian Creed, and amongst them Warburton and Tillotson, he added, "Even his lordship's father, the Bishop of Carlisle, he believed, took a similar view of this creed." This was coming too near; and the judge said, "Whatever that opinion was, he has gone, many years ago, where he has had to account for his belief and his opinions. For common delicacy, forbear." "O, my lord," replied the satisfied defendant, "I shall certainly forbear." The judge had profited by the lesson to-day: he gave a much more temperate charge to the jury, and they required only twenty minutes to return the third and final victory of Not Guilty. Never had this arbitrary Government suffered so withering a defeat. The sensation throughout the country was immense. The very next day Lord Ellenborough sent in his announcement of retiring from[131] the bench, and in a very short time he retired from this world altogether (December 13, 1818), it being a settled conviction of the public mind that the mortification of such a putting-down, by a man whom he rose from his sick-bed to extinguish, tended materially to hasten that departure.Soon after the close of the Session in June, the king proceeded to Hanover, accompanied, as usual, by Townshend and the Duchess of Kendal. The state of his foreign relations demanded the utmost attention, and very soon underwent the most extraordinary changes. These were precipitated by the Duke of Bourbon, and were caused by the state of the French succession. The young king might have children, and the only reason why he might not have legitimate issue soon was that he was affianced to the Infanta, Mary Ann, Philip's daughter, then a mere child. Should he not have children, the young Duke of Orleans, the son of the late Regent, would succeed him. To prevent this contingency, the Duke of Bourbon, who had a violent hatred of Orleans, prevailed on Louis to dismiss the Infanta, and choose as queen some princess of mature age. He turned his eye for this purpose on the Princess Anne of England, but George declined the alliance, because the Queen of France was bound to become Catholic. The Princess Mary Leczinska was next fixed upon, daughter of the exiled Stanislaus of Poland, and the Duke of Bourbon then sent the Infanta back to Spain.

FORE:The campaign against the French was opened in February by Prince Ferdinand of Brunswick attacking the Duke de Broglie, and driving him out of Cassel. Prince Ferdinand followed up this advantage by attacking them in Marburg and G?ttingen, and applied himself particularly to the siege of Cassel. But Broglie, now recovered from his surprise, first defeated the hereditary Prince of Brunswick, Ferdinand's nephew, at Stangerode, and then repulsed Ferdinand himself from Cassel.Among the resources of Great Britain to which she is mainly indebted for her pre-eminence as a manufacturing nation, and without which she would not have been able to make anything like the progress she has made, or to bid defiance to foreign competition as she may always do, are her mines of coal and iron. The total produce of all the British ironworks was found, after a careful estimate, to be, in 1823, 442,066 tons; in 1825, 581,367 tons; in 1828, 653,417, and in 1830, 702,584 tons. In 1844 the quantity reached 1,500,000 tons. The quantity of tin produced in England in 1820 was 3,578 tons; in 1834 it was 4,000 tons. In addition to the quantities used at home, there was a considerable exportation of tin plates, the value of which in 1820 was about 161,000, and in 1840 it was more than 360,000. The produce of the copper mines in Cornwall was much greater than that of the tin mines; for while in 1820 it was only 7,364 tons, it had increased in 1840 to 11,000 tons. The increase during 60 years had been threefold, and the value annually raised exceeded 1,000,000 sterling. In the year 1820 the quantity of coals shipped from the port of Newcastle was more than 2,000,000 tons. In the year 1840 it had increased to nearly 3,000,000. From the port of Sunderland the quantity shipped in 1820 was considerably more than 1,000,000. In 1840 it was 1,300,000 tons. Large quantities were also shipped from the port of Stockton. The chief coal districts have naturally become the chief manufacturing districts; and as the coal is on the spot, it is impossible to estimate the quantities consumed in working the factories in Lancashire, the West Riding of Yorkshire, Nottingham, Derby, Birmingham, Wolverhampton, Leicester, Coventry, and Staffordshire. The town of Sheffield alone, it was estimated in 1835, required for manufacturing purposes about 515,000 tons of coals. Dr. Buckland, in his address to the Geological Society, in 1840, stated that "the average value of the annual produce of the mines of the British islands amounts to the enormous sum of 20,000,000, of which about 8,000,000 arises from iron, and 9,000,000 from coals."
FORE:The Chambers were opened by the king on the 2nd of March, 1830, with a speech which conveyed a threat to the French nation. "If culpable man?uvres," he said, "should raise up against my Government obstacles which I do not wish to foresee, I shall find the power of surmounting them in my resolution to maintain the public peace, in my just confidence in Frenchmen, and in the love which they have always borne to their kings." The Chambers did not hesitate to express their want of confidence in the Government. The king having declared that his intentions were immutable, no alternative remained but a dissolution, as he was resolved to try once more whether a majority could be obtained by fair means or foul. In this last appeal to public opinion he was bitterly disappointed. It scarcely required a prophet to foresee the near approach of some great change; nor could the result of the impending struggle appear doubtful. Nine-tenths of the community were favourable to a constitutional system. Not only the working classes, but the mercantile and trading classes, as well as the professional classes, and all the most intelligent part of the nation, were decidedly hostile to the Government. In Paris the majority against the Ministerial candidates was seven or eight to one. The press, with scarcely an exception, was vehement in its condemnation of the policy of the Government, which came to the conclusion that it was not enough to abolish the Constitution, but[316] that, in order to insure the success of a purely despotic rgime, it was absolutely necessary to destroy the liberty of the press, and to put down journalism by force. Accordingly, a report on this subject was addressed to the king, recommending its suppression. It was drawn up by M. Chantelauze, and signed by De Polignac and five other Ministers.

[481]But whilst England had been thus preparing for the augmentation of the navy, America had been aiming a blow at the efficiency of that navy, which must for years, if successful, have prostrated our whole maritime forces, and exposed our shores to the easiest invasion. This intended blow was nothing less than the destruction of our great naval dockyards and arsenals, and military storehouses, at Portsmouth and Plymouth. The chief agent in this infamous design, if the evidence of a miscreant can be believed, was Silas Deane. On the 7th of December the rope-house of the Royal Dockyard at Portsmouth was found to be on fire. By active exertions it was got under, after it had destroyed that building, and was imagined to be an accident. But on the 15th of January, 1777, one of the officers of the dockyard found a machine and combustibles concealed in the hemp in the hemp-house of the same dockyard. Suspicion now fell on a moody, silent artisan, who, on the day of the fire, had been looking about the dockyard, and who, by some chance, had got locked up in the rope-house the night before. His name was not known, but the[234] fact only that he was a painter, and had been called John the Painter. Government immediately offered a reward of fifty pounds for his apprehension; the same sum, with a strange simplicity, being offered to him if he would surrender himself for examination. Nothing, however, could be learned of him in Portsmouth or the country round; but fresh fires were now breaking out at Plymouth Dockyard and on the quays of Bristol. At Plymouth the fire was instantly checked, and the perpetrator was nearly seized. At Bristol the fire was laid near a narrow, deep creek, crowded with shipping, which was nearly dry at low water, so that it was impossible to get the shipping out. Six or seven warehouses were destroyed, but the shipping escaped. In another house at Bristol combustibles were discovered, and the alarm became general that the American incendiaries, having failed to burn New York, were come to England to burn our dockyards and maritime houses. Fortunately, in the beginning of February, a man was apprehended for the perpetration of a burglary at Odiham, in Hampshire; and, by the activity of Sir John Fielding, the London magistrate, he was identified as John the Painter. When brought before Sir John and other magistrates in town, the man conducted himself with tact and address. Though closely examined and cross-questioned by some of the members of the Privy Council, by Lords of the Admiralty, and other officers of the board, he maintained the scrutiny without betraying any embarrassment, or letting anything escape him that could in any degree incriminate him. A confession was, however, wormed out of him by another painter, named Baldwin. Silas Deane, John the Painter declared, according to Baldwin's evidence, had encouraged him to set fire to the dockyards of Plymouth and Portsmouth, Woolwich and Chatham, as the most effectual means of disabling Great Britain; that he gave him bills to the amount of three hundred pounds on a merchant in London, and promised to reward him according to the amount of service he should do to the American cause. Before his execution he freely admitted the truth of the charges against him. He confessed to having twice attempted to fire the dockyard at Plymouth, and to burning the warehouses at Bristol, having in vain endeavoured to deposit his combustibles on board the ships. He, moreover, stated that he had a recommendation from Silas Deane to Dr. Bancroft, in London, to whom he had declared that he would do all the harm he could to England; that the doctor did not approve of his conduct, but had, at his request, promised not to betray him.By permission, from the Picture in the Corporation of Leicester Art Gallery.On the 1st of December, 1837, shortly after the opening of Parliament, Lord John Russell introduced a question of great urgencythe relief of the Irish poor. After going through, and commenting on, the several recommendations of the Inquiry Commissioners, and noticing the objections to which they were all more or less open, he explained, by way of contrast, the principles on which the present Bill was founded, much in the same manner that he had done on the first introduction of the measure. The statement was generally well received, although there were some marked exceptions in this respect; and the Bill was read a first time without a division. It was, in like manner, read a second time on the 5th of February, 1838; but, on the motion for going into committee, on the 9th, Mr. O'Connell strongly opposed it, and moved that it be committed that day six months. The amendment was, however, negatived by 277 to 25, a majority which made the passing of the measure in some form pretty certain. On the 23rd of February the question of settlement was again very fully discussed, and its introduction opposed by 103 to 31, the latter number comprising all that could be brought to vote for a settlement law of any kind. The vagrancy clauses were for the present withdrawn from the Bill, on the understanding that there would hereafter be a separate measure for the suppression of mendicancy. The Bill continued to be considered in successive committees until the 23rd of March, when, all the clauses having been gone through and settled, it was ordered to be reported, which was done on the 9th of April. On the 30th of April the Bill was read a third time and passed by the Commons, and on the day following was introduced and read a first time in the Lords. Many of the peers, whose estates were heavily encumbered, were alarmed at the threatened imposition of a poor-rate, which might swallow up a large portion of their incomes. Those who were opposed to a poor law on economic principles,[449] appealed to their lordships' fears, and excited a determined opposition against the measure. On the 21st of May there was a stormy debate of nine hours' duration. Lord Melbourne moved the second reading in a judicious speech, in which he skilfully employed the best arguments in favour of a legal provision for the poor, stating that this measure was, in fact, but the extension to Ireland of the English Act of 1834, with such alterations as were adapted to the peculiar circumstances of that country. It would suppress mendicancy, and would abate agrarian violence, while relieving the destitute in a way that would not paralyse the feeling of energy and self-reliance. Among the most violent opponents of the measure was Lord Lyndhurst, who declared that it would lead to a dissolution of the union. The Duke of Wellington, on the contrary, contended that the Bill, if amended in committee, would improve the social relations of the people of Ireland, and would induce the gentry to pay some attention to their properties, and to the occupiers and labourers on their estates. He objected, however, to a law of settlement as leading to unbounded litigation and expense. Owing chiefly to the support of the Duke, the second reading was carried by a majority of 149 to 20. On the motion that the Bill be committed, on the 28th of May, a scene of confusion and violence was presented, surpassing anything that could have been expected in such a dignified assembly. The Irish peers especially were in a state of extreme excitement. The discussion was adjourned to the 31st, and, after a debate of eight hours, the clause embodying the principle of the Bill was adopted by a majority of 107 to 41. The Bill was considered in committee on the 7th, 21st, 22nd, and 26th of June, and was read a third time on the 6th of July. It had now passed the Lords, altered, and in some respects improved; although, in the opinion of its author, the charge upon electoral divisions approximated too nearly to settlement to be quite satisfactory. The Royal Assent was given to the measure on the 31st of July, and thus a law was at length established making provision for the systematic and efficient relief of destitution in Ireland.There were other matters which the British representative was to bring forward, and foremost[232] among them all was the suppression of the slave trade, either by a general declaration from the Allies that it should be treated as piracy, or by obtaining from them an engagement that they would not admit into their markets any article of colonial produce which was the result of slave labour. "It will be seen," says Mr. Gleig, "that the recognition of the actual independence of many of the Spanish colonies had already been determined upon by Great Britain, and that the establishment of diplomatic relations with them all had come to be considered as a mere question of time. This is a point worthy of notice, because of the misunderstanding in regard to it which originated in a speech subsequently delivered by Mr. Canning in the House of Commons, and which still, to a considerable extent, prevails. It will be further noticed that the principle observed by Lord Londonderry as the true principle was that of non-interference by Great Britain in the internal affairs of foreign nations. That the Duke of Wellington entirely coincided with Lord Londonderry in this respect, his conduct both now and in the future stages of his career clearly demonstrates. The leading object of his political life was to preserve the peace at home and abroad which it had been the great aim of his military life to conquer."
